This would mean that a candidate scores perfectly in all criteria, demonstrating exceptional policy clarity, progressive vision, leadership experience, public engagement, transparency, and comprehensive policy positions across all issues.

For the Overall Rating, the highest possible score is also 5.0, achieved by averaging two perfect scores (5.0 for both candidate and policy ratings). This would indicate a candidate who excels in all aspects of leadership and policy-making.
